Technical Specifications: The following technical specifications are provided to demonstrate the task environment in which the services will be delivered.  The following specifications are not directives on how the services are to be provided but an example of what traditionally has been required to successfully support the task order objective.
  • Perform data collection for the Recruiting and Retention Battalion (RRB) Commander and his senior staff on all matters regarding Special Project (VIRS) Guard Against Hunger “GAH”. Marketing and Advertising Planning, Measures of Success, and the field Support for the WAARNG RRB special project. Contractor is to provide recommendations in the development of a plan to market and execute a joint program between the WAARNG RRB, local units, community food banks, and local high schools.  Contractor shall track and monitor the implementation and progress of the program.
  • Make recommendations to the Battalion Commander and his staff concerning all matters related to the plan.  Prepare and present periodic reports to the Battalion Commander or other senior staff officers about GAH initiatives to as they relate to the Marketing and Advertising strategic plan for the Recruiting and Retention Program.
  • Make recommendations concerning the WAARNG goals that may become the foundation for short and long-range planning and how to make the GAH a permanent program within the WAARNG.
  • Make recommendations concerning the development and maintenance of partnerships with local non-profit community food banks, advertising programs, and design of marketing materials for the GAH and WAARNG brands.
  • Conduct market research to identify areas where the WAARNG will have most impact on recruiting and retention activities by utilizing the GAH program.  Make recommendations to the Battalion Commander as to how to most effectively operate and proceed with the new program for each company of RRB to meet the local needs of each community.
  • This position will employ at a senior level, a wide suite of graphics design and website management tools to include: Word Press, Adobe Publisher, Adobe Photoshop, Adobe Design, and Corel Draw.
  • Interface with the WAARNG Public Affairs Office (PAO) so as to ensure events conducted by Guard Against Hunger are covered in local media. This requires mission and outcomes of Guard Against Hunger are adequately conveyed to the WAARNG PAO and that a well-represented program is conducted.
  • Monitor and report to the RRB Commander results of the program through contact with local food banks, the turnout and participation of the schools involved, and leads generated as a result of this partnership.
Core Plus: The contractor will monitor and work with the RRB Special Program known as “Core Plus”. They will need to coordinate events between the program and WAARNG RRB entities based on location. They will need to interface with the WAARNG PAO to ensure these events are adequately reported on and given media coverage. This may require the contractor to travel to a site for meeting with this program.
  • Highly desired Bachelor’s Degree or 2 years demonstrated practical experience in the area(s) of public relations, social services, and marketing programs by the Task Order, as well as a demonstrated capability in program/project coordination applications. (Other combinations of experience and education that meet the minimum qualifications may be substituted.)
  • Desired working knowledge of the Washington Army National Guard and Social Services.
  • Desired knowledge of Washington Army National Guard unit locations is preferred.
