This position is remote with only occasional onsite presence in Portsmouth, VA or Alexandria, VA.

The Senior Business Consultant shall provide support to Information Technology (IT) acquisition efforts in the development of documents associated with establishing contracts and agreements to include Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), work orders, Service Level Agreements (SLA), Operation Level Agreements (OLA), system specifications, federal acquisition plans, and Information Technology Acquisition Review (ITAR) documents.

Duties / Responsibilities:
The Senior Business Consultant shall:
  • Develops, writes, and recommends inputs and materials for solicitations, proposals, evaluations, agreements, reports, briefs, and related technical and administrative documents concerned with IT hardware, software, system, and/or service development, acquisition, evaluation, deployment, installation, operation, maintenance, improvement, and/or retirement/decommissioning.
  • Provides SME support during the preparation and finalization of contractual documentation for the pre-award phase of federal acquisition package development. 
  • Conducts data analysis to determine and/or clarify requirements or strategy decisions.   
Minimum Requirements:​​
  • U.S. Citizen.
  • Master's Degree. 
  • Seven (7) years' experience working with professional engineering and technical personnel in the development of documentation for contracts and agreements.
  • Seven (7) years of experience requiring the following knowledge and skills:
    • Working knowledge and experience in the field of information technology.  
    • Proficient in Microsoft Applications Word, Excel, PowerPoint, Outlook.
    • Ability to communicate effectively, both orally and in writing.
    • Ability to conduct detailed market research and analysis of technical data.
    • Ability to read and interpret acquisition policy, regulations, and directives.
    • Ability to work within matrix teams and/or independently to accomplish assignments.
    • Knowledge of Federal government business systems and best practices.
    • Ability to read and interpret acquisition policy, regulations, and directives.      
  • COVID-19 vaccination unless an approved medical or religious exemption is granted.
Preferred Requirements:
  • Familiarity with operational and functional requirements, system specifications, performance-based contracts, and earned value management.
  • Experience with agile project management methodology.
  • Experience with Microsoft Project and Visio.
