The Budget Analyst shall be part of a team that provides financial support services to support NMRC in performing administrative, budgetary, managerial, organizational, and operational survey, studies, and analyzing matters related to the mission of NMRC, and assist NMRC in solving daily problems, and conducting routine tasks.
The team shall assist the Comptroller at NMRC with performing financial and administrative functions support, such as assisting in the successful design, installation, management, evaluation, and modification of projects, including budget planning, cost management systems, and other new enterprise resource planning and/or budget systems. The Budget Analyst shall support with analyzing and validating a variety of accounting, budget, and financial system data that are designed to track, reconcile, and report on Agency-administered programs and/or appropriations. A solid understanding of the Bureau of Medicine (BUMED) enterprise is not required but is preferred.
Duties / Responsibilities:
Support the routine budgeting operations of the Fiscal Office, coordinating these closely with all accounting functions, including its DoD and local accounting systems (STARS-FL,NERP, and DTS).
Assist in the formulation and submission of the command’s R&D, O&M, and PEPFAR budgets, consistent with local and higher authority guidance.
Provide input for local policy and procedural guidance to program managers for the development and submission of their requirements. Support the development of written justifications, as required, on the basis of this analysis of past, current and projected financial requirements.
Support day-to-day administration of command funds.
Prepare and analyze a variety of budget performance and status reports, to provide for routine oversight by local and higher authorities and ensure compliance with legal and statutory budget administration requirements.
Support the screening of all procurement and financial obligations to ensure only authorized transactions are executed and all financial resources are safeguarded from unauthorized use; notifies local authority of any deviations.
Provide operational input to budget planning, policy development and process improvement, via guidance on existing policies and procedures, communicate with authorities and other experts inside and outside the command, technical data and analysis, to help guide Comptroller interactions with the command’s executive leadership.
Support detailed interpretation of budget program guidance from higher authority and assure its full and timely implementation in the budgeting routine.
Draft for review local directives and other correspondence providing command guidance regarding budget policy and procedures in support of the comptroller.
Ensure all aspects of the budget program meet internal and external control objectives.
Actively support an ongoing budgeting and accounting quality improvement program to ensure its direction and objectives are fully consistent with the command’s strategic plan.
Provide feedback to leadership in response to findings and recommendations of internal and external reviews of budget operations.
Support the development of budget management training materials for program managers and support personnel across the command.
Bachelor’s or AA degree in Accounting, Finance, or Business or four (4) years of experience working in DoD/Agency environment supporting Financial Management systems and applications.
Two (2) years of supervisory experience.
COVID-19 vaccination unless an approved medical or religious exemption is granted.
One (1) year of experience with Department of Defense (DoD) audit readiness policies and procedures preferred.
