The Financial Analyst (team lead) will provide leadership and Tuition Management Team Support to include Tuition Recoupment/Refund and Government Approved School Invoice Processing Support.

Duties / Responsibilities:
The Financial Analyst will lead a team to:
  • Review monthly financial reports to determine if any line-item records have been flagged for possible recoupment activities.
  • Provide written research and recommendations.
  • Process refunds received from educational institutions/vendors. Activities associated with Educational Finance Assistance refund processing include the following tasks:
  • Process incoming mail and email to include logging and cataloging all incoming checks.
  • Research the reason for refund being received.
  • Submit written action recommendation to the SME NLT 30 calendar days after receipt of check or request for refund.
  • Process decision (reject/return or accept and process).
  • Document in file and catalog process in accordance with Army policy guidance. The government will issue guidance to the contractor regarding this process during the contract phase-in period.
  • Perform inspections of reimbursement checks processed from educational institutions/vendors to ensure compliance with government procedures, to include a properly documented audit trail.
  • File completed documents.
  • Recommend actions to improve operations and process for dealing with refunds to the Government Program Manager.
  • Recommend and draft changes to standard operating procedures/guidelines to the Government Program Manager.
  • Process refunds to Soldiers. Activities associated with educational financial assistance refunds include the following tasks:
    • Receive reports from DFAS and/or General Fund Enterprise Business Systems (GFEBS) as required.
    • Provide clarification, guidance and answer questions that come in through the ServiceNow Tool or whatever is the most current format.
    • Prepare SF-1081 form or other appropriate documentation and package, with all required background information.
    • Route SF-1081 form to the SME for signatures and track through the process.
    • Submit approved package to appropriate agency electronically for processing.
    • File completed documents.
  • Process financial transaction exemptions from educational institutions and other educational entities. Tasks associated with this include the following administrative functions:

Minimum Requirements​​
  • Associate’s Degree or 60 semester hours, as well as, two years of experience that has equipped the person with the knowledge, skills and abilities to perform the task.
  • COVID-19 vaccination unless an approved medical or religious exemption is granted.
