Our company has an immediate opening for an experienced Subject Matter Expert (SME) Level III to provide expert analysis and consultation for services for a federal client located in Alexandria, VA. This position is a remote position.

Duties / Responsibilities: The SME Level III shall provide expert analysis and consultation in legacy GSA contracts, and billing systems. The selected candidate must have proven experience working with major telecommunications vendors, and in-depth knowledge of GSA contract transition activities, including tracking services through new contract ramp up and old contract close out.
Assist in development and implementation of the agency’s acquisition strategy and process for transition and transformation of the USCG’s Local Voice Services and Wide Area Network from various Government Services Administration (GSA) and Local Exchange Carrier contracts to the GSA Enterprise Infrastructure Solutions (EIS) contract and GSA MAS Information Technology (old GSA IT Schedule 70) contract.
Provide expert analysis and consultation in supporting and facilitating post award selection implementation and transition.
Identify and rectify errors found in orders, billing, or inventory with the vendor, GSA, or other third parties on a monthly basis and if necessary, escalate thru the COR (or assigned COR Representatives).
Produce and deliver monthly billing reports, identifying valid and invalid billing across all billing systems and contracts as compared against the authorized services ordered and installed.
Monitor adherence to SLAs and OLAs, and create monthly violations reports for USCG telecommunications circuits and services.
Address general issues with telecommunications vendors and Inter and Intra-collaborative service partners.
Provide expertise in legacy GSA contracts (i.e. Networx, Washington Interagency Telecommunications Service (WITS) and GSA Regional Services), and billing systems (GSA’s E-MORRIS & TOPS E-Billing).
Master’s degree in Electrical Engineering, Electronics Engineering Technology; Computer Engineering; Computer Science; Information Technology; Business Management; or a related field plus, ten (10) years of experience with major telecommunications vendors (Verizon Business, AT&T, etc.) and GSA contract transition activities to include GSA inventories, tools, tracking services through new contract ramp up and old contract close out, and advising the government on submission & management of billing disputes, or;
Bachelor’s degree in Electrical Engineering, Electronics Engineering Technology; Computer Engineering; Computer Science; Information Technology; Business Management; or a related field plus, twelve (12) years of experience with major telecommunications vendors (Verizon Business, AT&T, etc.) and GSA contract transition activities to include GSA inventories, tools, tracking services through new contract ramp up and old contract close out, and advising the government on submission & management of billing disputes.

Three (3) years of experience with GSA tools such as: EMORRIS, CONEXUS, EIS Contract, EIS Agency Pricer, Vendor Notifications (ORA, SOC, FOCN, SOCN).
