Duties / Responsibilities:
  • Assist in the establishment and implementation of a matrixed acquisition support model
  • Provide expert guidance, direction, and recommendations for multiple IT acquisitions, to include acquisition strategies and supporting analyses/justification,
  • Develop an enterprise wide IT strategic acquisition plan that can rationalize organization IT acquisitions to align to strategic direction, minimize contract redundancies and overlap, and represents efficient use of budget.
  • Perform acquisition planning and all required documentation with very little guidance, responsible for a wide range of IT acquisition support activities and deliverables. 
  • Understand and utilize IT industry and Coast Guard best practices for acquisition efforts, and to provide expert analysis and recommendations in support of tasks.
 Clearance Required:
  • U.S. Citizenship.
  • Active Public Trust clearance or higher preferred, candidates with the ability to obtain one considered.
Educational and Certifications Required:
  • Bachelor’s degree.
Experience and Skills Required:
  • Minimum of ten (10) years of experience managing, and leading IT acquisition efforts with a focus on achieving strategic goals.
  • Significant experience in independently drafting all elements of an acquisition package including Acquisition Strategy and planning, source selection and evaluation plans, SOW/PWS/SOO, Acquisition Plan, Market Research, requirements.
  • Expertise and experience shall be required in the following areas:
    • GSA Schedule 70.
    • Contractor Teaming Arrangements (CTA).
    • Acquisition documentation and analysis, acquisition strategies, and acquisition lifecycle management (pre and post award).
  • Demonstrated experience with:
    • Development and implementation of enterprise IT acquisition strategies.
    • Establishment of a matrixed acquisition support services model to an organization.
    • Thought leadership providing acquisition recommendations and acquisition strategy guidance. 
Additional Requirements:
  • Proficient in the following Microsoft applications:  Word, Excel, PowerPoint, Outlook.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to conduct detailed research and analysis of technical data.
  • Ability to read and interpret acquisition policy, regulations, and directives.
Telecommuting Status:
  • Remote, with occasional travel to Alexandria or Portsmouth if needed.
